Economy: Goldberg said Montgomery County is perceived as hostile toward business and that the county needs to address "both the perception and reality that are holding us back from reaching our potential." He said he would audit county government to remove roadblocks for businesses and invest in mentoring programs connecting local entrepreneurs with experienced networks.

Education: Goldberg said he supports upgrading to seven full-time Board of Education positions with dedicated staff to oversee MCPS. He called for implementing individual and small-group tutoring at higher-needs schools and increasing funding for students with learning disabilities and special needs. He also wants cell phones "Away All Day" in schools. He said he wants universal education available starting in infancy for low-income families.

He called for recruiting and training a diverse, well-qualified local police force with higher salaries and compensation competitive with neighboring jurisdictions.
